dispute resolution in construction in the foreseeable future, whether it be by
law or contractual prescriptions. What
is adjudication and why it could be better in comparison with arbitration and
mediation? How to start adjudication and
get the best results out of it?
Contracting parties need to know.
Consultants running these construction contracts and those who wish to
become an adjudicator need to know.
The seminar will provide how adjudication
comes about from UK to HK after widely adopted in the Pacific region. It gives a general layout on its prospective
adoptions in HK by law and contract, and how it may affect the construction
practices. Finally, it outlays the
pre-requisites and road path to become an adjudicator based on his professional
role and duties to act.

Short Bio
Dr CHEE Wai Hung Simon is by profession an Architect, Authorised Person,
Arbitrator, Adjudicator, Mediator, Dispute Resolution Advisor / Dispute
Avoidance and Resolution Advisor, and an expert witness. Academically on dispute resolution, he
acquired the MAArbDR, LLM(Dist) and Doctor in Juridical Science, and gives
lectures at the University of Hong Kong, the HK Polytechnic University, the HK
City University. He is the founder /
President of the Hong Kong Construction Arbitration Centre, Limited inaugurated
in 2006, and its programme leader on the qualification training and assessment
for construction arbitrators, mediators, adjudicators and expert
witnesses. He is the Chairman of the
HKIA Contract and Dispute Resolution Committee, a member of the Board of
Practice, and the programme leader for the 3 courses on Adjudicators
Accreditation Programmes 2016-17. He
gives lectures for the Housing Authority and the Construction Industry Council,
and seminars on numerous occasions on construction dispute prevention and
resolutions in HK and PRC for HKCAC, JMHO, HKIArb, HKIS, ICE(HK), HKICM,
HKGBCA, HKCSA, IVE, IoQ, and so on.
Ir Albert Yeu
is a chartered civil engineer with extensive experience in design and
construction of tunnel, bridge, highway, waterworks and flood prevention scheme
in Hong Kong. Projects involved include the Hong Kong-Zhuhai-Macao
Bridge, urban trunk sewerage system, major flood prevention projects, strategic
new town development infrastructure projects, urban drainage improvement works,
consultancy procurement and tendering on a variety of construction
contracts. He is experienced with remeasurement type, works order type,
lump sum with BoQ, design & build and NEC contracts. He is a member of the
ICE and HKIE. Albert is a construction arbitrator. His name appears in
various arbitrator lists (HKIAC, KLRCA, HKIE, HKCAC, HKMAAC, THAC and
BANI). He is also a construction adjudicator at the KLRCA and
accredited mediator at the HKMAAC and KLRCA, regularly appointed as adjudicator
and mediator to handle disputes over HK$10M. Albert is a Fellow of
the Chartered Institute of Arbitrators, Hong Kong Institute of Arbitrators and
the Arbitrators' and Mediators' Institute of New Zealand.
Sr Lit-yin LAM
is General Manager of D-Reality Consultancy Limited. He works in the
engineering surveying profession for many significant infrastructure projects,
including Hong Kong International Airport, West Rail Project, Hong Kong-Shen
Zhen Western Corridor, Venetian Orient Cotai Parcel 5&6 (Macao), Express
Rail Link (XRL), CEDD Liantang C3 project and MTR Kwun Tong Line Extension
(Whampoa Station and overrun tunnel). Sr LAM is the Chairman of The Hong Kong
Institution of Engineering Surveyors (HKIES) since 2008, and Council Member of
Land Surveying Division of The Hong Kong Institute of Surveyors (HKIS) since
2014. He has a particular interest in emergent surveying technologies and their
potential for the construction sector. Sr LAM has been invited by many
professional organisations as speaker for relevant issue.
