Hong Kong SAR has been a center of jewellery trading and
exhibition for more than two decades. The financial benefit generated from this
sales and trading resulted in a huge amount of revenue and incomes for the Hong
Kong community at large. In early 2000s, the Gemmological Association of Hong
Kong (GAHK) had published two standards, namely, the Hong Kong Standard Test
Methods for Fei Cui (Jadeite Jade) and Diamond. Subsequent to these publications,
the Custom & Excise Department set up Laws passed by the HK Legislative
Council Enacted on 2 March 2009 for the Cap 362 of the Trade Description Ordinance
for two sets of Laws on “Natural Diamond” and “Natural Feicui” in order to
institute a legal control framework for the trading of these gemstones. Anyone
committed to sale faked Diamond & Feicui will be subject to an offence for
imprisonment of 6 months and a fine of half a million dollars.
This talk will describe the history of this development
till present moment that a newly published updated and revised HK Feicui test
standard was adopted in HK in 2021 for testing and identification. A revised HK
Diamond test standard is under revision as well taking into account of the ISO 24016:2020.
Feicui is an oriental gemstone beloved by the Chinese people. The Feicui
standard development originated in Hong Kong will hopefully migrate to the highest
level of international perspective. Establishment of the ISO standards for
Feicui gemstone is a milestone for Hong Kong professional jewellers.

A technical seminar for the above-mentioned
topic was organized on 4 December 2021. This was jointly organized by HKIE-Associate
Member Committee, Material Division, Geological Society of Hong Kong, NTU
Alumni Association (Civil & Geology) in Hong Kong and Hong Kong Institute
of Certified Auditors. The speaker, Ir CK Cheung, introduced the
gemology that gemstone is a jewelry, it should be verified by the National
Accreditation Body because of its genuine or counterfeit. Fei Cui known as jadeite
Jade came from gemology, it is a granular fibrous polycrystalline aggregate
with composition of omphacite, kosmochlor, amphibole and feldspar minerals.
Jade can be classified as Nephrite and Jadeite, it is exploited in open mining with
public auction in Burma. Fui Cui divided into three class. Class A is jadeite
Jade, Class B is a chemical treated with impregnated resin, and Class c is a
dyed jade. The quality of Jadeite depended on glassy. Old mine glassy is a
nature jadeite. Most are used for trading. The Gemological Association of Hong
Kong (GAHK) had published two standards, namely, the Hong Kong Standard Test
Methods for Fei Cui (Jadeite Jade) and Diamond and HKSAR, the Custom &
Excise Department set up Laws enacted on 2 March 2009 for “Natural Diamond” and
“Natural Feicui” to legal control framework for the trading of these gemstones,
and the jadeite jade should be accredited by the Hong Kong Accreditation
Service.
There are 13 test methods to certify the
authenticity of Fei Cui. It included reflective index, specific gravity, UV
Fluoresce, colour filter, spectroscope, FT Infrared Spectrum. The
characteristic test included its weight, dimensions, shape and cut, colour,
transparency, polariscope, magnification. The colour identification consists of
its distribution of even, uneven, patches veins and spots on green, red, black,
purple, white & blue.
Diamond can be classified as natural,
clarity treated, colour treated, synthetic and simulant. It shall comply with
ISO/IEC 17025:2017 standard. There were seven Hong Kong Test Standard Methods
for testing the diamond with compilation of grading report, it included
authenticity identification, weight measurement, colour grading, fluorescence,
clarity, shape & cut style proportion and finish, and cut grading of round
brilliant.
